  • Industrial zones in Fayoum


    On encouraging new investment & job opportunities, some areas have been chosen for setting new
    industrial communities .they are marked by the following:

    1. The availability, of the agricultural and mining raw materials.
    2. The availability of the reasonably priced labor forces.
    3. Its position near Cairo, and good hi-ways network, and the completion of the infrastructure.
    4. The central position of the governorate between Cairo and Giza form one side and Beni Suef from the other side.
    5. On the Fayoum-Cairo, desert road, in the Koum Ousheem area a place has been chosen to establish the new industrial zone. It is to be done by two phases, this place is near the reclamation project, as the ministry of agriculture is reclaming 900 feddan north Bahr Wahbey, Tere’t al gomhoreya.
      That will provide the agricultural products that are needed in the manufacturing, and in the same time provide the new community with the needed crops.
      The governorate has provided many administrative facilities for the investors, in order to attract their capitals, in the same time ensuring the seriousness of the investor.
      The industrial zone has already attracted many of the foreigner investors, besides the facilities that are presented by the governorate, there’s a chance to get a 10 year exemption of taxes. This exemption is for investors in the industrial zones.

    Planned Industrial zones in Fayoum
    Zones that are planned to be established:
    Area Kouta :
    An area of 2000 feddan has been chosen, away from cairo by 120 km , wady al rayan/ karoun which makes it a suitable place for industrial activities, being near the tousritic areas, (the coast of karoun lake).
    Also the availability of some raw materials and the needed labor in the surrounded areas in addition to this, this area starts from the fayoum /alexandria that is planned to established.

    Established industrial zones in Fayoum
    • Industrial zones that are already established:
      The first industrial zone in koum ousheem :
      location:
      starting from the 25th km fayoum cairo desert road.
      area:
      1102 feddan divided into 5 phases, first phase has an area of 302 feddan, the rest of the phases each with 200 feddan.
      The attached areas:
      302 feddan in the first phase, all of its facilities are completed, except the paving of inside roads, awaiting for the investors to finish building their projects, and fixing their facilities. For the second phase, the facilities are done except for the internal water network and the paving of the internal roads, discharge line, electricity kiosks, and telephones.
      The unattached areas:
      600 feddan which are (the third /fourth /and fifth phases).
      The currently occupied areas:
      578000 m2 which equals to 578 pieces of land.
      The vacant areas:
      770 pieces of land.
      The situation for the infrastructure in the industrial zone
      The inside roads are done in the first phase.
      The paving of those roads, the completion of the electricity kiosks, and phone lines.
      The main sources for those facilities:
      Drinking water from the drinking water facility al azab. Electricity from kom ousheem station. . the sanitary discharge from kom ousheem station.. Telephone lines: the second phase needs a telephone exchange.

      Land prices:

    • (80) Egyptian pounds per square meter from 1 000 m2 To 10 000 m2.
    • (70) Egyptian pound per square meter from 10 0000 m2To 20 000 m2.
    • (60) Egyptian pound per square meter from 20 0000 m2To 30 000 m2.
    • (50) Egyptian pound per square meter over 30 0000 m2.
    • (300) Egyptian pounds, per square meter, including facilities and the required services for service projects.

    • Discount system for cash payment
    • From 1 000 m2 To 10 000 m2 12.5% .
    • From 10 0000 m2To 20 000 m2 10% .
    • From 20 0000 m2To 30 000 m2 7.5% .
    • Over 30 0000 m2 5% .

    • Payment terms:
      Paying 15% of the total amount of money as payment in advance, the remainder is to be paid, with equal installments with an interest of 7% of the remainder if any advantage of the site, an interest of 14% is to be added to the total amount of money.
      Total number of land specified to the projects:
      1348 piece of land, with a total area of 1348000m2.

      Area located for services:
      125 feddan ( first phase) 100 feddan( second phase)
      The first phase:
      mosque – Administrative building- police station-fire station-National bank of Egypt-Development bank-hospital-telephone exchange-bakery-shopping center-residential units-and vacant areas for the other phases, there’s already youth center, and a bakery.
      An execution of 12 residential buildings by the cooperative building authority, where an area of 62,000m2 is allocated to the Egyptian endowment authority, to build 30 residential building which is about 1000 residential units.
      Other advantages the zone has:
    • The industrial zone is located by the Cairo-Fayoum high way.
    • It is near the Kom Ousheem airport that is on its way to be a civil airport.
    • It is located by the new Cairo- Alexandria high way.
    • It is near the 6th of October city, as the distance
    • Is about 30 km, from Kom Ousheem.
    • The availability, and low cost of the working- hand.
    • The availability of the raw materials.
      Free zone is available:
    • The existence of the international trade point.
    • The existence, of the labor university.
    • The industrial zone is working with the Mubark –Kohl project.
    • It is expected that the first phase will have about 8687 work opportunity.
    • The second phase should have about 1197 working opportunity.


    Procedures for setting investment projects in the industrial zone
    • Investment Project Notification:
    1. write down the applicant name defined by his being the company founder or just an agent(eg. lawyer, legal accountant) who is responsible for following the company construction procedures on behalf of its founders or shareholders.
    2. provide capitals that are equal in value to the total of the company shares, either cash or as an asset. Capitals are estimated to be not less than 200000 L.E.
    3. Suggest a location for the investment project in one of the industrial areas.
    4. Employ either Egyptian or foreigner labor who are needed for the project.
    5. Define the legal form for your company as one of the following:
      Company legal form Conditions /terms
      A recommendation company One or more of the Shareholders are working for the government , local institutions,or the public sector, or is considered to be a minor.
      Partenership company All of the shareholders are adults & not working for the government , local institutions,or the public sector.
      Stock company Founders are adults & not working for the government , local institutions,or the public sector. Shares could be offered to the stock market.
      Share-recommended company Founders could be partners who are not working for the government , local institutions,or the public sector.
    6. distribute capitals among the company founders after registering their family ,first &last names ,their nationalities(Egyptian, Arab ,foreigner) , their legal being -according to the above mentioned legal form of the company-, and finally the share gross value out of the whole capital for each partner .
    7. Determine the investment costs,including details about the cost of each each item included in the notification except for the land value cash.
    8. State the financing resources for the total investment costs whether capitals or loans ,taking into consideration that loans vlaue should not exceed the capital value ,and this is applied to companies whose capitals are less than 5 million L.E.

    Investing Project Procedures
    • Procedures for setting an investment project:
    1. the investor should apply to the investment services Bereau to notify about his project.
    2. the investor should be notified about prime minister and the investement Board chairman approval of his project.
    3. the investor should provide an architectural drawing ,with all details concerning the industrial project, certified by a syndicated architectural engineer.
    4. Architectural drawings should be applied to the specialized comitte to be approved , and the actual area required for the project should be determined by the investor.
    5. a date should be settled to deliver the land for the investor who should sign all delivery papers & contracts.
    6. procedures of determining the project legal entity, including the signing & declaration of the contract and the commercial registeration , should be all finished by the investor before the end of the year of getting the approval.
    Building Permission Documents
    • Required documents for getting a building construction license:
    1. The application for getting a building construction license, including all data about the owner & the project.
    2. The receipt for the data & drawings payment.
    3. A copy of the land allocation decree concerning land allocation&delivery.
    4. A copy of the applicant I.D.
    5. The consultant report concerning results of the location soil test.
    6. Asupervision certification approved by a syndicated engineer.
    7. Asurvey of the estimated quantities of the project.
    8. Atime-based program for the project execution stages.
    9. a number of 3 copies of the executive architectural drawings for the floors, fronts, vertical sectors of the project, measured by a scale of 1:100.
    10. a number of 3 copies of the project executive construction drawings.
    11. a number of 3 copies of the executive construction drawings for warming, air -conditioning, electricity…..etc measured by a suitable scale.
    12. a general drawing for the site including all the constructions (their dimensions, fences, and gates) that need a building license measured by a suitable scale.
    13. an acknowledgment by the owner to set the site label in an apparent place on starting the project.
    14. a commitment to apply the insurance document for both buildings with costs that exceed 150000 L.E. and upgrading floors, whatever their values are, except for the upgrading which doesn't exceed a value of 75000 E. L.

    Note: the cost of a one square meter, for buildings, is 50 Egyptian pounds. The cost of one square meter of basis is 20 Egyptian pounds, for each floor, the cost of the fence is 35 Egyptian pounds/meter.


    Factory Procedures
    • Factory pirmission documents
      The required documents and procedures to get a license of operating a factory includes the following:
    1. An application for getting a license that requires to be stamped and signed by the delegated manager..
    2. A copy of land allocation notification & in case of any change regarding the name of the designated activity, the administration should be notified with a copy that is approved by the real estate affairs department to explain reasons for such a change.
    3. Acopy of the land delivery report.
    4. A copy of the building license.
    5. A copy of the industrialization or the investment authority approval.
    6. A registration of the workers factory names & jobs a copy of the insurance form no2.
    7. Acopy of the taxes card , the commercial registeration and the company contract.
    8. Three copies of the geometrical drawings cleared by an unionist engineer ,including :
      * The general site ,its production line , machines entries & exits , fuel & water storage places ,if existing.
      * The total cost for constructions according to the building license.
      * The sewerage ,electricity and lighting, power lines sites for fire extinction fulfilled with the geometrical stamp.
    9. A filled form of repayment of all the financial obligations and the required installments for the land .
    10. A technical report and approval of the civil defense and fire that includes the fulfillment of all obligations.
    11. A technical report by the administration of the industrial security in the city.
    12. A technical report from the health affairs department, while dealing with the food products sector, and the medical certificates for the workers.
    13. A receipt of paying all the examination fees.
    14. A certificate by the building licenses department.
    15. Areceipt of paying electricity and water costs.
    • Factory Engineering Scheme
    The description of the geometrical drawings needed for planning, establishing a factory/industrial project or for the allocation of a piece of land in any of the industrial zones:
    The required drawing is a horizontal projection, for the factory/industrial establishment. This drawing should contain the following:
  • the total area of the industrial project (including: operating wards, the management buildings, warehouses)
    For the operating wards: it should include the distribution and the positions of machines, equipment and sets, taking into consideration the ideal succession to the productive operations which achieves the workers movement easiness ; the raw material , the outputs. Distances in between the machines and the equipment should be suitable,so planning the operating ward may include the spaces of the temporary storage areas of the raw materials and the temporary storage places for the outputs.
  • the sequence of the operating phases that are required for the production.
  • the flow of the raw materials, and outputs inside and outside the operating ward.
    If the factory includes more than one production ward, all should be included in the drawing, with their relative positions.
  • The flow of the raw materials , the unfinished & the finished outputs within these wards.
  • The administrative buildings, with their dimensions.
    When planning for the factory or the industrial establishment, the construction terms should be taken into consideration.
  • The determination of the land area that is designated to the investor.
  • An explanation, of the power needed by each machine, set , equipment, to estimate the total electrical energy, required for the factory/industrial establishment.
  • Attached catalogues for machines and equipment specification that are needed for the factory/industrial establishment.

    Planning of factories/industrial establishments is the mechanical engineers specialization, especially those who are specialized in the industrial engineering/production engineering, not civil or architec
    t engineers.


  • Industrial project procedure
    • Procedures to establish an industrial project :
    To establish an industrial /commercial project, do the following:
    1. an operating license should be obtained according to law (453) year 1954, regarding the commercial and industrial shops.
    2. The license demand should be presented to the local unit whose boundaries include the project before starting the project.
    3. the required documents , the detailed drawings of this project&the approval of the related departments as the public authority for industrialization, public authority for petrol, ministry of medicine, ministry of supply ..etc. should be attached.
    4. A committee formed by the health department, the industrial security and the license department in the local unit should examine the demands , and determine the requirements according to the activity of the project.
      It is required that getting a primary acceptance concerning the site by the safety administration and the labor health and that to the certainty from disagreement absence with the industrial safety or the licensing stipulations in this site by for the establishment to be built and to ensure coordination between the different establishments and the distance conditions provision may between them

    Tourist project Procedures

    procedures to establish tourism projects:
    3-3-1 approval of the ministry of tourism (tourism development sector) to the drawings of the projects regarding planning.
    A confirmation of copy receiving this copy is about the constructional conditions and the promise by the commitment by what is mentioned in it.
    A confirmation of promising to follow the organizational rules to the projects of the tourist development

    1. A survey map for the project site.

    • Tourist areas building rules
    a summery for the building rules modifications in the tourist areas in fayoum:
    The building terms:

    north of the Karoun lake:

    the beach is 100 m measured form the highest, level for the lake by winter and it is 42.90m , the building effectiveness, in the north of the karoun lake is not to exceed 20% from the land level , the height is not to exceed a floor with a maximum of 5 meters for a distance of 100m from the lake’s sanctuary, the height is not to exceed 2 fllorswith a maxium of 8meters.

    South of the karoun’s lake
    the sactuary of the beach is designated by 30-40m form the highest, level for the lake by winter and it is 42.90m , the building effectiveness, in the south of the karoun lake is not to exceed 15% from the land level , the height is not to exceed a floor with a maximum of 5 meters for a distance of 30-40m from the lake’s sanctuary, the height is not to exceed 2 floors with a maximum of 8meters.of the way /road level, and according to the studies presented by the investor. The situation for shakshouk area is as planned before.

    Al rayan valley:
    the sanctuary of the beach is designated by 150m form the edge of the lake in all areas, the height is one floor highest, level for the first 200m following the sanctuary , the intensity level is 10% the sanctuary of the road is 25 m
